Moore was the first mayor of the village of Muttontown (1931-1938), which he named. Mr. Moore's died in 1938, and 17 years later Mrs. Moore married Robert McKay, a life-long friend.  Mr. McKay died in 1958. In 1964, Mrs. Alexandra Moore McKay began donating portion of the property to Nassau County and over a period of 10 years, nearly 100 acres were donated to the County.

With this acquisitions plus the Christie House, Nassau County created the 550-acre Muttontown Preserve.  Muttontown Preserve is one of the most beautiful preserves in Long Island.  An Equestrian Center can also be found on its premises.  For people who love nature, there are miles of nature trails where you can go on foot or ride your horse.  During the early part of the 20th century, this area was a horse country.  Fox hunting used to be a favorite pastime by the upper class. 

King Zog of Albania once bought a property in Muttontown, NY called Knollwood with the intention of building a kingdom in exile here while the Nazis were raging war in Europe.  He was not successful in obtaining enough visas so he abandoned his plan and never lived in Knollwood and was razed in the late '60s.

Delano & Aldrich, the prominent architect of the ‘20s made his first commission in this area.  His first commission is the Christie House on Muttontown Rd whose exterior wall was modeled after Mount Vernon, the home of our first president, George Washington.  This mansion is now called Nassau Hall owned by Nassau County.   

  Nassau Hall was built by Delano & Aldrich for the Winthrop family and was known originally as the Egerton L. Winthrop Jr. House or Muttontown Meadows.  The estate was purchased by Lansdell Christie in 1950 and hence called the Christie House.  His widow, Helen Christie sold the house and its 183 acres to Nassau County in 1969.  It is now the home of Nassau Parks Conservancy.  Nassau Hall has one of the biggest collection of pine trees. 

  Being a past president of the Long Island Rose Society and a resident around here, I was asked to restore the Rose Garden at Nassau Hall.  For three painstaking years, we worked hard every Wednesday during the growing season trying to rehabilitate the old Rose Garden which was neglected for 30 years.  It was a tremendous job as you can imagine.     Posing at the center of the rose beds are myself (with the baseball cap) and two of my volunteers holding watering cans.  We were able to finish two big beds and the center bed and I donated and planted about 40 roses.  Due to the shortage of funds and volunteers and change in management at Nassau Hall, we have to abandon the project two years ago.      

   

   

Chelsea Mansion, another mansion located nearby on the beautiful Muttontown Preserve has a French Normandy style architecture built for Mr. & Mrs. Benjamin Moore in 1924.  Mr. Benjamin Moore's great, great grandfather was the author, Clement Clark Moore, who wrote the poem "A Visit from St. Nicholas", otherwise known as "T'was The Night Before Christmas".  Chelsea Mansion was named to the National Register of Historic Places in 1979.  One special feature of this property is the moat around the mansion, an Oriental influence favored by Mrs. Moore after a trip to China on her honeymoon in 1921.  This mansion is also owned by Nassau County and used now for various charity fundraising events and concerts in the summer.

Part VII - Closing

Closing dates depend on several things - the engineer's report, the date set on the contract and how fast the buyer can get a mortgage.  If everything runs smoothly, then a closing date is set.  The day before the closing or sometimes in the morning of the closing day, your agent will take you on a final walk-thru of the property.  You want to make sure everything you are buying is still there and in the same condition that you saw them last.  I have heard instances where appliances have been changed to a cheaper model.  One time, all the light bulbs were all taken out by the seller. 

Nowadays here in New York, with so many paperwork that the bank requires, it is nearly impossible to close in 90 days.  A couple of years ago, having a 20% down will quarantee you a mortgage and a fast closing.  I have heard an agent with an offer of 50% down and the bank was giving the buyer a hard time obtaining a mortgage.  The bank wanted to know why he was moving from New Jersey to New York.  This is the

craziest thing I have heard so far about bank's delaying tactics.  The best deal is the cash deal where you can close so quickly. 

Although there are instances where you cannot be present at closing with your attorney and the sellers and their attorney, I recommend you to be there.  Although some agents do not even go to the closing, I make it a point to be there just in case there is a problem.  The real estate agent also wants to make sure she/he gets paid her commission.  Some closings especially one concerning divorced couple can be very problematic.  Here the real estate agent should know not to take side and let them settle their problem. 

After signing and initialing like a million papers and after the lawyers write all the checks, you are handed the key to the house and you are now a homeowner.  Congratulations!

Part VI - Finding a Mortgage

When the home inspection is done and the buyer is satisfied with the report, then the buyer is ready to sign the contract.  If a problem is found during the inspection, most likely they need another negotiation to either lower the price or fix the problem.  Once this is settled and the contract is signed by both parties, then it is time to shop for a mortgage.  The bank sometimes does not want to start the paperwork until the contract is signed.

 

Our office, Century 21-Laffey Associates work with an in-house mortgage broker, First Allied Mortgage Bankers.  However, most buyers are comfortable with their own mortgage broker, but I suggest getting another mortgage broker so you can get a comparison on mortgage rates.  Using a mortgage broker is a better choice than going to the bank directly because a mortgage broker shops around for the best deal for you and usually they have contacts with several financial institutions.  Today, our broker from First Allied Mortgage quoted the following rates.  Please note these rates are based on borrower's qualification and change daily but maybe used as a reference point.

Conforming Loans ($417,000 and less) 30 years fixed - 5.375%

Higher Conforming loans (Between $417,000 and $729,000) - 5.625%

Jumbo Loans $729,000 up to 1 million - 6.125%

ARM 5 years - 4.75%

 

Working with an in-house mortgage broker will facilitate the process since we can control the transaction and expedite the mortgage commitment.  We usually make the suggestion to the buyer to at least speak to our in-house mortgage broker but there is no obligation to use them.  I had one customer who insists on using her bank because she does a lot of business with them.  However after waiting and waiting for the commitment for several weeks, I found out the bank denied her application.  We had to use a mortgage broker to find a mortgage in a hurry because time is of the essence to close.

 

Nowadays, there are more programs out there but the bank is so strict on disclosure and it takes so much paperwork that we suggest that the buyer talks to our in-house mortgage broker so we can start the process so when the contract is signed we are way ahead of the game.  There is also the New Truth in Lending Act Law which took effect July 30, 2009  which can put more delays in closing time.  Ask your mortgage broker for guidance.

While the attorney is handling the contract, the next thing to do is to find an engineer. 

Part V - Home inspection - Unless you are going to tear down the house, the contract is subject to engineer's report.  Most buyers won't sign the contract until they know that the house has no structural damage.  So the best move now is to contact an engineer to do a home inspection. 

 

In New York, they have to be licensed.  They will advise the new buyer if the house is structurally sound and up to code.  If anything is illegal or need immediate attention, he will include them in his report.  The buyer pays the inspector and price varies depending on the size of the house.

 

Some inspectors do a complicated report that it scares the buyer and the buyer backs off.  I have once an inspector for a 5-apartment building that my buyer was ready to buy.  The inspector scared them off about termites.  He did the same thing to another client of mine.  Nowadays I don't refer business to him and I told the other agents in my office too.  We had a list of home inspectors in our office who we recommend to our clients. 

  Termite is always an issue with Long Island homes.  The homebuyers should be aware that all homes in Long Island have been invaded by termites.  As long as you are taking care of the problem and have a maintenance contract with an exterminator who checks your home quarterly, you're fine.  If a colonies of termites are found on the premises, a good exterminator will recommend a liquid treatment and install a termite bait system where a containerized bait loads are installed around the perimeter of your home.

THE VILLAGE OF MILL NECK, NY - ONE OF THE PRICIEST PLACES IN THE U.S.

The Village of Mill Neck, NY 11765 is located on the North Shore of Long Island in the Town of Oyster Bay.  To live in Mill Neck, NY. is to live in one of the most expensive addresses in the United States.  It is probably where most of the wealthy homeowners are concentrated according to some exclusive magazine for the rich and the famous.  In 2008, Forbes Magazine listed Mill Neck as the third priciest address in the United States.  

 

Mill Neck is right next to Oyster Bay and not all homes are in the million dollars price range.  The area that is called Mill Neck is a whole mix of areas.  There are few streets very close to Oyster Bay which have a Mill Neck zip code and comparatively speaking have smaller houses on small property. Renville Ct. has a Mill Neck zip code but I will consider those as part of Oyster Bay.   It is on the boundary of Oyster Bay and Mill Neck.  Then there is the area called Mill Neck Estate which also have smaller lots and close to Bayville Bridge but mid-priced homes.  The rest are all located in what I will call the real Mill Neck.  These are the Mill Neck properties which get the headline as most expensive homes in the United States and have big mansions on huge properties. 

   

 

The name "Mill Neck" originated from the mill Henry Townsend built in 1661 with a grant from his fellow freeholders.    The old saw mill at Mill Neck produced cut lumber in planks as well as turnings for balusters, columns and fence posts until few years before it was demolished in 1890.  Mill Neck is a lovely community with rolling hills and big properties.  It overlooks Oyster Bay Harbor to the east, Mill Neck Bay to the north and Beaver Lake flows right in the middle toward the Mill Neck Bay. 

 

There is an ice skating rink near Beaver Lake.  Shu Swamp Nature Preserve is close by Francis Pond.  Part of Mill Neck borders the Planting Fields Arboretum State Historic Park - a 400 acres state park.  There is a horse farm in the area.  The Mill Neck Manor School for the Deaf is located on a big property with an Elizabethan Manor House previously owned by the Dodge family and was imported from England and reassembled in Mill Neck brick by brick.  It is the place where the annual Apple Festival is held every first weekend in October.  The Village Hall is located on Frost Mill Rd. near the Mill Neck Manor.   The John P Humes Japanese Stroll Garden is located in Mill Neck.  It is probably the best kept secret in town.  Very few people know it is there.  It is now open to the public.  It used to be owned by John P. Humes, a former Ambassador to Japan and now the garden is under the auspices of the Nature Conservancy.   

 

There used to be a railroad station in Mill Neck which catered to the wealthy residents of Mill Neck during the Gold Coast era.  From what I heard, Long Island Railroad closed the Mill Neck train station recently due to the fact that only one passenger takes the train there .  Most residents who commute to New York city either take the train from nearby stations in Oyster Bay, Locust Valley or Syosset which are so close by.

On the assumption that your offer was accepted, what do you do next?

Part IV - Hiring an attorney   

As soon as the offer is accepted, then the seller hires an attorney to prepare the contract and then the seller's attorney sends the contract to the buyer's attorney.  In NY metropolitan area which includes Long Island, you need an attorney to represent you.  Outside of NY metropolitan area, real estate agents prepare the contract which makes for an easy closing.  From here on, the attorneys handle the transactions.  It is a standard procedure to have you represented by a real estate attorney who will advise you on all the legal angle of the transaction.  Real estate agents in Long Island stay away from this aspect of the transactions and let the lawyers handle them.  The only thing an agent can do is to follow up with the seller's attorney and find out if the contract is out.  Most good attorneys have the contract out within couple of days, some can even have it out within a day. 

 

Our office, Century 21-Laffey Associates, has a list of over 30 attorneys that they recommend and can get the contract out to the buyer's attorney within 24 hours.  There is no obligation to use Laffey's list of attorneys.  If you have your own attorney, you may use your own.  However, make sure your attorney specializes in real estate law.  There are attorneys and there are real estate attorneys.  I would not want using a criminal lawyer to handle my real estate transactions.  Would you go to a dermatologist if you need a heart surgery?  You want a heart surgeon. 

 

Real estate transaction is a stressful transaction as it is, you want to make sure you get the best real estate attorney who will make the transaction as simple and easy for you.  You do not want to hire an attorney who makes the transaction so complicated.  I once had a client who hired an attorney and the attorney sent out a 45-page contract that we almost did not close on the house.  The buyer got scared and almost backed out.  The seller I thought would fire his attorney.  The seller finally told the attorney that he was working for him and he better simplify the contract. 

 

Always hire an attorney who specializes in real estate transaction.  They make closing a breeze.  The reason we recommend the list of attorneys is to make sure the contract is out as soon as possible.  We have dealt with the attorneys on the list and we know how efficient they are. 

 

While the contract is going back and forth between the two attorneys, the buyer is now looking for the next professional to help in the next process.
